Official Statistics on The European Union's external border on the territory of Poland

            By the decision of the president of the Central Statistical Office, the Centre of Cross-border Areas Surveys and Statistics for Euroregions was established on 1 May 2008 within the organizational structure of the Statistical Office in Rzeszow. The centre conducts research on socio-economic processes taking place in border regions as well as works on creating a consistent research system for cross-border areas.

On account of the fact that on 28 March 2008 Polish Prime Minister Donald Tusk and Ukrainian Prime Minister Julia Timoshenko signed in Kiev the agreement on rules on local border traffic, which was initialed on 4 March 2008 by the Polish and Ukrainian foreign ministers, Official Statistics has developed a profile of border areas. The delimitation of particular administrative units has been done by the Statistical Office in Rzeszow on the basis of the definition of  “border area” included in the Regulation (EC) No. 1931/2006 of 20 December 2006, on the assumption that gmina is the smallest administrative unit. The agreement on rules on local border traffic came into force on 1 July 2009.


Since 2010 the monitoring of socio-economic phenomena (e.g. demographic situation, entities of the national economy) managed by the official statistics for border areas has covered the whole European Union’s external border on the territory of Poland.

The Agreement between the Government of the Republic of Poland and the Government of the Republic of Belarus on rules on local border traffic was signed on 12 February 2010. The law on ratification of the Agreement was signed on 22 June 2010.
